A Mismanaged Resource
The Delaware River has been mismanaged
since the Supreme Court partitioned the vast Delaware River and
its many tributaries to ensure sufficient water supplies for
New York City, Pennsylvania and New Jersey. Inflexible and antiquated
rules designed over a half century ago result in fish kills,
a depressed recreational economy, communities in fear of flooding,
and a damaged ecosystem.
Adaptive Release Policy: The Solution
The Adaptive Release Policy provides
a solution to meeting water supply needs without additional risk,
while protecting the Delaware River's ecology and improving the
recreational opportunities for local communities
By "adapting" water releases to levels in the reservoir,
this policy provides more water when there is water to give,
but protects water supply by reducing water releases when reservoirs
are lower.
The policy ensures more consistent releases into the rivers
that protect the ecology of the Delaware River and create a
more stable recreational environment.
It greatly increases habitat for trout and shad – fish that
provide a multimillion dollar industry to local communities
all along the Delaware River.
By releasing more water when reservoirs are higher, the policy
reduces spill over the dams - a benefit to downstream communities
concerned about flooding.
